Aerospace and Defense (A & D) Ordnance and Tactical Systems Program Management Assessment

AMPS LLC was engaged to conduct a program management assessment of a large Aerospace and Defense (A & D) Company Ordnance and Tactical Systems business. Program Management is the hub for all program related activity including customer relationship management and interaction, production schedules, financial reporting and related functions. Program Management is responsible for specific functions, and coordinates with other departments, such as engineering, finance, contracts and supply chain, and marketing, to ensure completion of all necessary tasks in support of each individual Program. The Program Management function is somewhat customized based on the nature and complexity of each program, the specific end customer and the maturity of the respective program. Central to the success and operations of these various programs is effective Program Management.

The scope of the program management assessment included program management interfaces with: contract, supply chain, finance, engineering, quality assurance and marketing. The program management assessment included an analysis of the effectiveness of the current structure, processes, policies and procedures, and tools to identify any gaps that inhibit a world-class Program Management function.

AMPS LLC provided project management, analysis and presented findings and recommendations at an interim and final executive steering committee meeting. Recommendations included 16 specific recommendations addressing organizational alignment, process improvement and tools evaluations including a roadmap, cost benefit analysis and implementation approach to enhance the efficiency and effectiveness of program management. US Navy OPNAV N10

AMPS has been engaged with the US Navy Manpower Programming and Budgeting System (NMPBS) team on an extensive project to enable personnel budgeting via web-based applications. We are replacing an extremely inefficient spreadsheet-driven process with Oracle Application Express (ApEx) and Business Intelligence Enterprise Edition (BIEE). This enables the full workflow of managing the Navy's manpower (military, civilian, and contractor) budget via a centralized application with all the security, scalability, and performance of an Oracle database. This has resulted in significant error-reduction in the processes, coupled with extreme increases in productivity and capability. AMPS has delivered these services partially via a sub-contract to a veteran-owned small Business, CAAII.
